Özet

Afetler, hem küresel ölçekte hem de Türkiye özelinde ciddi can kayıplarına ve ekonomik yıkımlara yol açarak sürdürülebilir kalkınmanın önündeki en büyük engellerden birini oluşturmaktadırÖzellikle yoksul toplumların afetlere karşı daha savunmasız olması, mevcut kaynakların iyileştirme yerine yeniden inşa süreçlerine aktarılmasına neden olarak bir yoksulluk döngüsü yaratmaktadırBu etkileri en aza indirmek için afet risk azaltma stratejilerinin, sadece teknolojik çözümlerle sınırlı kalmayıp ulusal kalkınma politikaları ve "Sürdürülebilir Kalkınma Hedefleri" ile bütünleşik bir şekilde ele alınması hayati önem taşımaktadırGelecekteki afetlere karşı dirençli toplumlar inşa etmek, afet sonrası müdahale anlayışından proaktif risk yönetimine geçilmesini ve "öncekinden daha iyisini inşa etme" ilkesinin benimsenmesini gerektirmektedir.
